Start with the ridge transects and the notes attached to older stakes. It is the source used to decide whether the line moved because of regeneration, an older map error or a different survey method; it is not the decision itself. The rule only works if the source describes conditions at the northern ridge survey path.
Known: the current file counts 20 survey points paired with a date and weather reading, compared with 17 in the prior window. Asecond transect checks the reading against the living site. The entries have dates and a named clerk.
Disputed: The current transect records a wider canopy. Older notes were taken from a lower path and cannot be compared without adjustment. One side emphasizes the posted total; the other points to a new marker sits one branch-width beyond the last clear-cut record.
Why it matters: the decision determines which residents can rely on the service and which staff must carry out the change. The file does not settle that by itself.
Next: The Year third, budbreak window 2 file remains open for its scheduled decision. The survey circle will publish a crosswalk between the old path and the new transect.
