The Mosswell water circle will post the upper release mark beside the downstream reading before each household turn. The decision follows a season in which the upper channel appeared steady while the lower gardens received water later than the public calendar predicted.

Brook steward Eryn Vail said the paired record does not replace the upper measurement. It gives the lower terraces a dated mark of their own and lets the council compare both locations after the same release.

The trial runs through the next seedfall window. The two readings will be checked at the same hour, and any change in method will be written beside the earlier mark rather than replacing it.

Garden stewards support the shared calendar but want the downstream level to remain visible. The council kept both concerns in the decision and set a public review before the next allocation season.

The council closed this docket by approving paired marks through the next river rise window. The next file will compare fresh readings with ferry closure times.
