Start with the pact, spring marks and the field notes kept by both circles. It is the source used to decide how to divide a shared source when measurements are taken at different points in a rainfall cycle; it is not the decision itself. The rule only works if the source describes conditions at the boundary spring at Alder Pass.

Known: the current file counts 90 draws recorded with both spring and downstream marks, compared with 86 in the prior window. Asecond transect checks the reading against the living site. The entries have dates and a named clerk.

Disputed: Upper stewards rely on the spring reading. Lower households rely on the mark that reaches their cistern. One side emphasizes the posted total; the other points to the downstream mark lags when the upper spring is measured after rain.

Why it matters: the decision determines which residents can rely on the service and which staff must carry out the change. The file does not settle that by itself.

Next: The Year fourth, seedfall window 2 file remains open for its scheduled decision. Both circles will take paired measurements on the same morning.
