A review of room requests, departure dates and the shared kitchen rota finds a gap between the total in the public summary and the conditions recorded at the west guest quarter at Hazel Walk. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: some residents arrive before a host circle can sign the room card.

The room requests, departure dates and the shared kitchen rota lists 69 households given a private room before their first review date; the previous window lists 75. Aeren Thorn checked both against signed council records checked against the amendments residents submitted. The source was checked against a second copy held by Selen Venn. No dated correction to either copy was present when the comparison closed.

The host circle favors a signed card before a room is assigned. The quarter steward says an empty room can be held safely for one review period. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.

This report supports a narrower finding: the count is repeatable, but it is not enough to decide how temporary rooms are assigned when arrival and sponsorship dates differ.

The council records a decision for this site and review window. The board recorded the outcome that it approved a limited exception with a restoration date.
